(20) Certain provisions of this Directive may be amended by that procedure so as to take account of the development of Community and international instruments andof experience gained in implementing this Directive, in so far as such amendments do not broaden the scope of the Directive. .
Member States shall ensure that any criminalproceedings initiated on the basis of national provisions implementing this Directive do not unduly affect the proper and effective application of administrative measures, penalties and fines that cannot be equated to criminal proceedings, laid down in Union law or national implementing provisions.
Appropriate measures are taken in order to encourage the relevant national or regional authorities responsible for implementing this Directive to cooperate and provide each other and the Commission with information in order to assist the application of this Directive. .
Member States shall provide road users with the necessary information about the rules applicable in their territory and the measures implementing this Directive in association with, among other organisations, road safety bodies, non-governmental organisations active in the field of road safety and automobile clubs.
