The preamble to the revised Framework Agreement states the following, inter alia.
The revision will also harmonise the provisions on programming andreporting with the requirements set by the revised Framework Financial Regulation.
It implements the revised Framework Agreement on parental leave concluded by the European social partners on 18 June 2009.

On 18 June 2009, those organisations signed the revised Framework Agreement on parental leave(the‘revised Framework Agreement') andaddressed a joint request to the Commission to submit a proposal for a Council decision implementing that revised Framework Agreement.
Lost her status as a civil servant on probation by reason of the expiry of the two-year probationary period during her parental leave must be seen as the mere consequence of a‘change' in the law,as provided for in Clause 5(2) of the revised Framework Agreement.
Second, in fixing the maximum period of parental leave Member States exercise a broad discretion,having due regard to the minimum length under the revised Framework Agreement, and it must be presumed that in doing so they weighed the interests of workers with those of employers.

If a good understanding of relations between workers and employers is not sufficient in itself to be convincing,I would point out that Clause 6(2) of the revised Framework Agreement advocates that, in order to‘facilitate the return to work following parental leave, workers and employers are encouraged to maintain contact during the period of leave'.
Recalls that, in the revised Framework Agreement on its relations with Parliament, the Commission undertakes to‘make available to Parliament summary information concerning all infringement procedures from the letter of formal notice, including, if so requested by Parliament, on the issues to which the infringement procedure relates', and expects this clause to be applied in good faith in practice;
It must also be stated that there is no possible argument, even merely textual,(30) in support of the view taken by the Land of Berlin,as it not stated anywhere in the revised Framework Agreement that the right to reinstatement or protection of rights acquired or in the process of being acquired are limited in time and do not cover the entire length of parental leave.
Moreover, the referring court must satisfy itself that the continuation of the probationary period in the managerial post initially occupied or, if that is objectively established to be impossible, in an equivalent or similar post, takes place, as regards the durationof that probationary period, in compliance with the requirements of Clause 5(2) of the revised Framework Agreement.
Furthermore, the referring court states that, even ifParagraph 97 of the LBG does infringe the revised Framework Agreement and/or Directive 2006/54, it would be impossible to interpret Paragraph 97 in a way that ensures its compliance with those rules of EU law, with the result that those national rules would, in that case, have to be disapplied.
Not later than four years after the date of entry into force of this Regulation, the Commission should review the operation of the system of access to all vehicle repair and maintenance information with a view to determining whether it would be appropriate to consolidate all provisions governing access to vehicle repair andmaintenance information within a revised framework Directive on type approval.
As is apparent from the first paragraph in the preamble to the revised Framework Agreement, it constitutes a commitment by the social partners, represented by the general cross-industry organisations, to introduce, through minimum requirements on parental leave, measures to reconcile professional and family responsibilities and to promote equal opportunities and treatment between men and women.
With a view to enabling new parents to interrupt their professional activities to devote themselves to their family responsibilities, the revised Framework Agreement gives them the assurance, set out in Clause 5(1) of that framework agreement, that they will return to the same job or, if that is not possible, to an equivalent or similar job consistent with their employment contract or relationship at the end of parental leave.
In order to implement the obligations arising from the Additional Protocol as well as the relevant FATF Recommendation on terrorist financing,it is necessary to revise Framework Decision 2002/475/JHA.
