The report of the High Level Group on the Single European Sky has confirmed the need to establish technical regulation on the basis of the"new approach" in accordance with the Council resolution of 7 May 1985 on a new approach to technical harmonisation and standards(7) where essential requirements, rules and standards are complementary and consistent.
