Programming and indicative allocation of funds.

Every year before 15 February, in accordance with the procedure laid down in Article 23 of Regulation(EEC) No 2075/92,the Commission shall draw up an indicative allocation between the Member States of the financing under the Fund to the measures referred to in Articles 13 and 14 of this Regulation, based on the following criteria.

The indicative allocation shall be adjusted if a beneficiary country, by virtue of acceding to the European Union, loses its entitlement to ISPA assistance.
The procedure referred to in paragraph 1 shall not apply to non-substantial modifications to strategy papers and multiannual indicative programmes,making technical adjustments, reassigning funds within the indicative allocations per priority area, or increasing or decreasing the size of the initial indicative allocation by less than 20%, provided that these modifications do not affect the priority areas and objectives set out in these documents.

As the definitions used in PA and RDPs were broad, the consistency between RDPs' and the partnership agreements was readily ensured:- the rural development priorities and related focus areas were consistent with the thematic objectives identified in thepartnership agreements as being relevant for the EAFRD;- the indicative allocation of EAFRD support for each rural development priority was consistent with the funding allocation in the partnership agreements… but the intended contribution to each thematic objective is difficult to assess 23.

(10) Whereas provision should be made for the Commission to make an indicative allocation of the total resources from the Community under ISPA available for commitment between the applicant countries in order to facilitate the preparation of measures;
Moreover, the indicative allocation in point(a) of paragraph 2 takes due account of the fact that the Programme is the only one of its kind addressing the expenditure side of the protection of the financial interests of the Union.
(2) The first subparagraph of Article 4 of Regulation(EC)No 1267/1999 lays down that an indicative allocation between beneficiary countries of the total amount of Community assistance under ISPA is to be made by the Commission on the basis of the criteria of population, gross domestic product(GDP) per inhabitant in purchasing power parities and surface area.
(iv) the indicative allocation of support by the Union by thematic objective at national level for each of the European Structural and Investment Funds, as well as the total indicative amount of support foreseen for climate change objectives;
(20) Commission Decision1999/659/EC of 8 September 1999 fixing an indicative allocation by Member States of the allocations under the European Agricultural Guidance and Guarantee Fund Guarantee Section for rural development measures for the period 2000 to 2006(9), as amended by Decision 2000/426/EC(10), specifies the type of expenditure covered by the allocations made to the Member States.
The indicative allocation of aid between Member States, the method for reallocating aid between Member States based on applications received and any reductions to be applied as a consequence of non-compliance with the rules of the scheme;
Fixing an indicative allocation by Member State of the commitment appropriations under the financial instrument for fisheries guidance(FIFG) outside the Objective 1 regions of the Structural Funds for the period 2000 to 2006.
(hh) the indicative allocation of the public financial resources available for implementing the CFP indicating for each national priority for assistance where necessary the share part-financed by the Fund and the share financed by national public Funds.
