The Common Basic Principles taking the form of non-binding guidelines.
These non-binding guidelines are designed to achieve the following general aims.

Those principles and the other sections of the Non-Binding Guidelines all apply as appropriate to this supplement.

(28) This Directive provides for the establishment of non-binding guidelines aimed at indicating simple and clear criteria and practical rules which may change, in particular for the purpose of allowing efficient notification of measures restricting the placing on the market of products in the cases referred to in this Directive, whilst taking into account the range of situations dealt with by Member States and economic operators.
