Technical harmonization.
Having regard to Decision 90/683/EEC(11) concerning the modules for the various phases of the conformity assessment procedures which are intended to be used in the technical harmonization directives;
The adoption of directives on technical harmonization and standardization regarding temporary or mobile construction sites, and/or.
Additionally an experience in the area of European Union policies covers: product safety(in the area of pharmaceuticals, chemicals,machinery); technical harmonization; standardization, certification, market surveillance.
The adoption of technical harmonization and standardization directives relating to personal protective equipment, and/or.
Whereas in its Decision 90/683/EEC the Council laid down that the industrial products covered by the technical harmonization directives can be placed on the market only after the manufacturer has affixed the CE marking to them;

The modules for the conformity assessment procedures to be used in the technical harmonisation legislation were initially set out in Council Decision 93/465/EEC of 22 July 1993 concerning the modules for the various phases of the conformity assessment procedures and the rules for the affixing and use of the CE conformity marking,which are intended to be used in the technical harmonization directives14.

Whereas compliance with international testing standards can best be demonstrated by means of conformity-assessment procedures such as those laid down in Council Decision 93/465/EEC of 22 July 1993 concerning the modules for the various phases of the conformity-assessment procedures and the rules for the affixing and use of the CE conformity marking,which are intended to be used in the technical harmonization Directives(5);

Whereas the essential requirements of this Directive will guarantee the intended level of safety only if appropriate conformity assessment procedures, chosen from among the provisions of Council Decision 93/465/EEC of 22 July 1993 concerning the modules for the various phases of the conformity assessment procedures and the rules for the affixing anduse of the CE conformity marking, which are intended to be used in the technical harmonization directives(9), ensure compliance therewith;
In accordance with the Council resolution of 7 May 1985 on a new approach to technical harmonization and standards(6), the harmonization to be achieved should consist in establishing the essential safety requirements to be satisfied by all toys if they are to be placed on the market;
The current working arrangements basically follow two approaches: enabling(a) planning consultations on transport routing, access links and transport"nodes" bearing in mind the economic and industrial regions to be served by the corridors, and,(b), thematic or project-related consultations on the further development of organizational and operational procedures, service quality andaspects relating to technical harmonization and the coordination of legislation and regulations.
The procedures for conformity assessment which are to be used in the technical harmonization directives relating to the marketing of industrial products will be chosen from among the modules listed in the Annex and in accordance with the criteria set out in this Decision and in the general guidelines in the Annex.
Whereas the introduction of harmonized methods for the assessment of conformity andthe adoption of a common doctrine for their implementation are likely to facilitate the adoption of future technical harmonization directives concerning the placing on the market of industrial products and thus be conducive to the implementation of the internal market;
Whereas the Council, in its Decision 90/683/EEC of 13 December 1990 concerning the modules for the various phases of the conformity assessment procedures which are intended to be used in the technical harmonization directives(5), introduced harmonized means of applying procedures for conformity assessment; whereas the application of these modules to explosives will make it possible to determine the responsibility of manufacturers and of bodies responsible for applying procedures for conformity assessment by taking account of the nature of the explosives concerned;
Whereas Council Decision 90/683/EEC of 13 December 1990 concerning the modules for the various phases of the conformity assessment procedures which are intended to be used in the technical harmonization directives(4) needs to be substantially amended in various places; whereas it is necessary, in a spirit of clarity and rationality, to consolidate its provisions by means of this Decision;
Shall be defined by reference to the national technical specifications recognized as complying with the basic requirements listed in the Community directives on technical harmonization, in accordance with the procedures laid down in those directives, and in particular in accordance with the procedures laid down in Council Directive 89/106/EEC of 21 December 1988 on the approximation of laws, regulations and administrative provisions of the Member States relating to construction products(6);
Whereas this Directive, which is aimed at eliminating technical barriers with regard to improving the energy efficiencyof household refrigeration appliances, must follow the'new approach' established by the Council resolution of 7 May 1985 on a new approach to technical harmonization and standards(9) which specifically lays down that legislative harmonization is limited to the adoption, by means of directives, of the essential requirements with which products put on the market must conform;
Whereas regulations to remove technical barriers to trade must follow the new approach provided for in the Council Resolution of 7 May 1985 on a new approach to technical harmonization and standards(4), which requires a definition of the essential requirements regarding safety and other requirements of society without reducing existing, justified levels of protection within the Member States; whereas that Resolution provides that a very large number of products be covered by a single Directive in order to avoid frequent amendments and the proliferation of Directives;
Shall be defined by reference to the national technical specifications recognized as complying with the basic requirements listed in the Community directives on technical harmonization, in accordance with the procedures laid down in those directives, and in particular in accordance with the procedures laid down in Directive 89/106/EEC(10);
At this moment, we are expecting that, by its activity, the Agency shall strengthen the role of national regulators and support their operation,allow the technical harmonization of European networks, as a condition for a real internal market and make possible the mutual supply of energy among the Member States, take into consideration the consumers' interest and carefully monitor the developments on the energy market.
This Regulation shall apply to the harmonization of technical requirements and administrative procedures in the field of civil aviation safety as listed in Annex II, and in particular with respect to.
