The European Council invites the Council to adopt a general Negotiating Framework.
The Negotiating Framework with Turkey spells out these values, and it is the Commission's duty to monitor them.

We have declared that, provided it complies with all the Copenhagen criteria andthe obligations it has accepted according to the Negotiating Framework and additional protocol, Turkey should be able to join the EU.
By adopting and agreeing the negotiating framework, both Croatia and Slovenia agreed to resolve any border dispute in line with the principle of peaceful settlement of disputes in accordance with the United Nations Charter.
Croatia should spare no effort to fulfil the remaining benchmarks, to maintain andimprove what has already been achieved and, in line with the negotiating framework, to conclusively address all other obligations still outstanding.
In this context, it is worth recalling that the Council has repeatedly stated that, in accordance with the negotiating framework and the Accession Partnership, efforts towards good neighbourly relations must be continued- in particular work on finding solutions to bilateral issues with neighbouring countries, especially border issues.
Finally, concerning Croatia, I thank the speakers for their support for the Commission's initiative on mediation- an initiative that is based on international law, andhere I refer to both the UN Charter and the negotiating framework between the EU and Croatia.
I voted in favour of this document because accession negotiations with Turkey were opened on 3 October 2005 after the Council had approved the Negotiating Framework, and because the opening of those negotiations was the starting point for a long-lasting and open-ended process.
Moreover, on the International Criminal Tribunal for former Yugoslavia(ICTY), the Council noted Croatia's generally good cooperation with ICTY, while reiterating that full cooperation remains essential,in line with the negotiating framework.
What I do want to do is point out that here and now, a process is beginning, since, along with this report that has been drafted jointly with the Committee on Civil Liberties, Justice and Home Affairs and the Committee on Foreign Affairs,the Commission now has a position, a negotiating framework that will enable it to come back to Parliament to adopt this agreement and will enable the Member States to ratify accession to the European Convention.
There can, however, also be no doubt about the fact that numerous democratic reforms have been carried out as part of the processof Europeanisation in Turkey, as a result of which the negotiating framework for Turkey's accession was agreed on 3 October 2005.
All Member States continue to support accession negotiations with Turkey, andit is vital for the Union's credibility that the process continues in accordance with the Negotiating Framework of 3 October 2005 and the Council decision of 11 December 2006.
I think it is good that we are taking a decision on the agreement on PNR data, in order todevelop a basic model for all future agreements of this sort and to recommend a negotiating framework to the Commission, so that it takes into account our own ideas on data protection.
I think that is clearly the best way of supporting a democratic transformation in Turkey, which is our objective, because it makes Turkey a better partner and a prospective possible Member Stateof the European Union, in line with the negotiating framework adopted in the early hours of 4 October 2005.
As you know, the advancement of the negotiations is mainly guided by Croatia's progress in preparing for accession in addressing opening and closing benchmarks,as well as in meeting the requirements of the negotiating framework and fulfilling Croatia's obligations under the Stabilisation and Association Agreement.
PL Mr President, it is indeed the case that visa policy is part of common European policy andit is my earnest desire that the Commission will prove itself to be effective in the framework of the negotiating mandate granted to it.
