Although legal,it is doubtful whether these different approaches to funding windfall damages and implementing the strategy are equally valid in the  long term.
Implementing the strategy must also involve more efficient use of the  Structural Funds and, above all, the  possibility of putting financial resources not used in macro-regional projects to use.
In May the  Commission took the  first steps in implementing the strategy, which aims to transform the  EU from 28 national markets to a digital single market, create hundreds of thousands of new jobs and contribute €415 billion per year to the  EU economy.
Research and development at all levels, including international, European, national and industrial programmes and projects,can play a multiple role in developing and implementing the strategy.
More particularly, progress made in implementing the strategy will be used to further strengthen an approach which incorporates the  global dimension of international cooperation in research and innovation, with a view to tackling global challenges and achieving results with a greater impact.
A comprehensive monitoring system will be established by the  Commission to evaluate and measure progress on activities by the  Member States andothers involved in implementing the Strategy.
On the  Fifth Anniversary of the  adoption by the  European Council of the  EU Strategy  for a New Partnership with CentralAsia the  Council welcomes the  progress made in implementing the strategy and the  strengthening of EU relations with Kazakhstan,the  Kyrgyz Republic, Tajikistan, Turkmenistan and Uzbekistan.
Building on monitoring by the  Commission and work done in the  Council, the  European Council will assess every year the overall progress achieved both at EU and at national level in implementing the strategy.
In her draft opinion, the  Member of the  Executive Board of Laitila City Council calls upon the  Commission to recognise the  central role and capabilities of regional andlocal level players in implementing the strategy.
Building on the  monitoring by the  Commission and the  work done in the  Council, the  European Council will, once a year, make an overallassessment of progress achieved both at EU and at national level in implementing the strategy.
