Those national programmes should be partly financed by the Union.
The rapporteur considers that the exchange of best practices and comprehensive cooperation through increased student and staff mobility, improving the recognition of diplomas, andthe international dimension of curricula and research programmes should be important aspects of European higher education institutions.
All thematic programmes should be substantiated by earmarked budgets.
In order to ensure a smooth transition for breeders' organisations, breeding organisations, breeders' associations, private undertakings or other organisations or associations which have been approved or recognised with or without a limitation in time under the acts repealed by this Regulation and for the breeding programmes carried out by those operators,those operators and their breeding programmes should be deemed to be recognised or approved in accordance with this Regulation.
Reiterates that the cuts in those programmes should be reversed as far as possible;

These programmes should aim to establish cohesion and trust between all social partners and involve civil society organisations, national human rights institutions and national equality and anti-discrimination offices;
(28) As the programmes will be, in principle, financed by the Union,public procurement under the programmes should comply with Union rules on public contracts and should aim, first and foremost, to obtain best value for money, control costs, mitigate risks, improve efficiency and reduce reliance on a single supplier.
These multiannual programmes should apply a personalised strategy which simultaneously meets the specific needs of Member States(or regions) and accords with the priorities of European rural development policy.
Taking into account the upskilling needs identified, the programmes should concentrate first on building up learners' literacy, numeracy and digital skills, providing them with a solid foundation for progression to further learning and, ultimately, a qualification.
Operational programmes should set out priority axes corresponding to thematic objectives, elaborate a consistent intervention logic to tackle the development needs identified, and set out the framework for performance assessment.

Those breeding programmes should cover a sufficiently large number of purebred breeding animals kept by breeders which, through breeding and selection, promote and develop desirable traits in those animals or guarantee the preservation of the breed, in accordance with the objectives that are commonly accepted by the participating breeders.
Joint research programmes should also support the transfer and dissemination of expertise.
Funding for these programmes should therefore be increased under the new multiannual financial framework.
